As an expert in new development association operations, Keystone Pacific has successfully helped developers/builders set-up the operations of many new community associations, seamlessly transitioning the projects to homeowner control. The continuity of excellent service is important to us. Consulting

  • Consultation on aspects of forward planning
  • Evaluation of community association governing documents (Articles, CC&R's, Bylaws)

Liaison to Merchant Builders

  • Evaluation of the budget, monitoring each line item in the budget as each phase is annexed into the community association to help ensure financial stability

Transition Services

When you’re ready to transfer the common areas of the community to the association, our professional expertise in common area transitions will ensure a smooth, seamless transaction including:

  • Quarterly common area annexation updates
  • Assistance with timely release of maintenance assessment and completion bonds
  • Transfers of common area grant deeds to community association tracking
  • Specifications and proposals for community association common area maintenance
  • Evaluation of white reports, DRE budget and supplemental CC&R’s to confirm complete common area annexations
  • Common area turnovers from developer to community association coordination and documentation
  • Coordination and documentation of common area turnovers from developer to community association
  • Report of utility turnover evidence of phase throughout the transition process
  • Developer-to-association transition orientation, advising newly elected board members and sales staff regarding developer/builder vs. homeowner responsibilities, neighbor-to-neighbor disputes, fiduciary responsibilities, parliamentary procedures, etc.
